I have removed all print queues/drivers and tried reinstalling. I have found only one similar article here, but that was never confirmed solved and is a few years old already. The log shows the below just as it fails. The VDA was uninstalled to attempt to resolve connection issues - however during the reinstall of the VDA it fails with the error code 1603. Server is running Windows Server 2016 Standard.
